GNESD Access III - Energy Access: Policy Implementation Phase

This is the third phase of GNESD access theme. During the Policy Research and Dissemination Phases (I and II), developing country centres of the GNESD 'Energy Access' Working Group assessed the impact of power sector reforms on the poor and proposed policy options and recommendations for improving the poor's access to electricity services. It was realized that adoption of the policy options and recommendations by decision-makers in the developing countries, who are very cautious would, require more empirically-based evidence and detailed implementation guidance. Decision-makers are willing to take new options only if the proposed options have been tested in several other developing countries backed by proven empirical case study evidence. The objective of the policy implementation phase would be to address the aforementioned challenges. The objective on energy access-policy implementation phase is to prepare detailed case studies demonstrating the effectiveness of a suitable policy option to enhance energy access. This will include examining the envisaged benefits that would flow to different income groups among the poor as well as providing detailed guidance on the most appropriate implementation approach.
