TERI at COP22

The 22nd Session of the Conference of Parties to the United Nations Framework Convention on Climate Change (COP22) was held in Marrakech from November 7 to 18, 2016. The Paris Agreement, adopted on December 12, 2015 in Paris, came into force on November 4, 2016 making COP 22 the first CMA wherein most discussions would focus on operationalizing the Paris Agreement.

The key issues around which the discussions took place were transparency mechanisms; the global stocktake; issues related to technology transfer; ratcheting up the ambition of countries through their INDCS; mobilization of finance including the future of carbon markets; and scaling up of adaptation actions.

Just like all the previous COPs, TERI was engaged in active constructive dialogue on climate policy and action. The formal platforms included the Exhibit Booth of TERI and various other side-events organized by TERI and by other organizations, in which TERI colleagues shared their research and insights on climate policy and sustainable development practices with the audience. TERI would also be participating in the six upcoming India Pavilion events.

Since technology is fundamental to the elaboration of solutions to implement the post-2015 agenda, and is often a factor shaping institutions, it is one of the most appropriate entry points to develop national and international cooperation action strategies, to move forward on the sustainable path. Keeping this in mind, a seminar is being organized jointly by TIFAC and TERI. The synthesis of the discussions could enable the investigation of these points.

World Bank Group's Carbon Pricing Leadership Coalition is organizing a session on Day 1 during the Global Climate Finance Action Summit (November 12-13) at COP 22. The discussion will focus on the way forward for NDC's and carbon pricing instruments (including ETS, carbon taxation, crediting, and other approaches such as RE/EE trading, EE incentives, FFS removal, and others). TERI CBS will share the key findings of the study titled as 'Valuation of Energy Costs in the Indian Context' highlighting India Inc. initiatives on emission reduction, energy efficiency and internal carbon pricing.
