Determination of Operational and Maintenance Norms of Power Stations and Transmission and Distribution Network in West Bengal

West Bengal Electricity Regulatory Commission (WBERC) has been considering measures for laying down the Operational and Maintenance norms of power stations and transmission and distribution networks along with some grid operation principles in West Bengal for improving performance of power sector entities in the State in context of the urgent need to implement the various provisions of the Electricity Act, 2003.

Keeping this in view, WBERC has awarded to TERI ,the study for determination of above norms for power stations (thermal, hydro-electric and non-conventional ) and T & D System in West Bengal for improving the performance and quality of power supply under the licensees of WBERC located within West Bengal excluding the works under Central Government.
The objective of the study include:-.

1. Fixing of norms and its implementing strategy under multi-year tariff regime for generating stations and transmission and distribution network.

2. Fixing of principle of system operation on the basis of economic merit order dispatch and other parameters.

3. Lay down of principles and development of formula on the basis of such principles for management of shortage in power supply.
