SSAP For the Water Sector in Manipur

The development of a State Specific Action Plan (SSAP) for the water sector is critical to address the emerging challenges of water stress, climate variability, and increasing demand. The SSAP is envisaged as a comprehensive, data-driven framework that integrates water budgeting, climate risk assessment, and sectoral planning to support sustainable and resilient water management. It aims to translate national policy objectives into state-specific strategies, improve water use efficiency, strengthen infrastructure resilience, and ensure equitable allocation of resources.

Objectives of SSAP for Water Sector

As defined under Nation Water Mission following are the objectives of the SSAP for water sector:

  • Critical analysis of existing water scenario based on current and past data/information both on availability and development (supply side) and use (demand side).

     

  • Critical review of existing water policies, regulations, institutions and various ongoing interventions/ schemes/ Programmes on water being undertaken by various government and non-government agencies including the best practices.

     

  • To identify current and future development needs, challenges: vulnerable areas and communities; and explore possible solutions and strategies for suitable development and management.

     

  • To formulate annual state/ UT Water budgets

     

  • To document assessment/ Impact of climate change on the state resources, livelihoods and growth from water perspective and the development of possible scenarios on Water.

     

  • To formulate strategic action plan including location and context specific contingency plans to manage the impact of climate change.

     

  • To formulate a comprehensive and integrated plan for water security, safety and sustainability with equity through convergence, synergy and role/ accountability of all stakeholders – government and non-government agencies including civil society.
