Sharif Qamar serves as a Fellow and Associate Director in the Transport and Urban Governance Division at The Energy and Resources Institute (TERI), where he leads impactful research and strategic initiatives shaping the future of sustainable mobility in India and beyond.
With more than 16 years of experience, Mr. Qamar has worked extensively across the transport ecosystem - spanning public transit, long‑distance and urban freight movement, transport modelling, electric mobility, climate resilience, and life‑cycle assessments. His work blends deep technical expertise with on-ground insights, enabling government agencies, industry partners, and international organizations to navigate complex mobility and environmental challenges.
Mr. Qamar has contributed to a wide spectrum of national and international projects focused on freight decarbonization across railways, roadways, and shipping, fuel‑efficiency standards, urban mass transit, electrification of freight fleets, EV transition roadmaps, retrofitment policy design, Scope 3 emission assessments, GHG calculators for logistics, and green port and shipping solutions, among others.
His work consistently bridges policy, data, technology, and implementation.
He is also the author of two books that reflect his deep engagement with India’s evolving transport landscape:
- Clean Transport in India: The Pathway to Sustainable Transport
- Dedicated Freight Corridors: Vision to Reality.
He is a postgraduate in Economics from Jamia Millia Islamia, and a China-India Visiting Scholar (CIVS) Fellow from Ashoka University.
