Inaugural Session: Five Year Journey of The RFCTLARR Act 2013: The Way Forward


The Energy and Resources Institute (TERI) organized a two-day National Conference on 25-26 October 2018 at India Habitat Centre, New Delhi on the, 'Five Year Journey of The RFCTLARR Act, 2013: The Way Forward' to deliberate on the emergent land acquisition scenario, post 2013 and confer on the approaches and strategies for a fair and participative land procurement framework in the country.

The inaugural session set the tone of the two-day proceeding. In his Welcome Address, Dr Ajay Mathur, Director General, TERI highlighted the need to assess the experience of implementation of The RFCTLARR Act, 2013 and identify sustainable land procurement models. The Opening Remarks, delivered by Dr Rajat Kathuria, Director, ICRIER, underscored the necessity of adopting a holistic approach to land acquisition that balances land rights with the imperatives of economic development. The Inaugural Address by Dr Naresh C Saxena, former Secretary, Ministry of Rural Development provided an insightful critique of The RFCTLARR Act, 2013 and the course correction required to fulfil the stated objectives of the legislation.
