Dr Mini Govindan is a Senior Fellow at the Centre for Social Research and CSR at TERI. As a development professional with over two decades of experience, she works at the critical intersection of clean energy transitions, climate policy, rural livelihoods, and gender-responsive development.
Dr Govindan specializes in advancing evidence-based policy frameworks that integrate decentralized renewable energy, gender-inclusive entrepreneurship, and livelihood diversification into national strategies. Her expertise spans qualitative research, stakeholder analysis, and the implementation of ‘just transition’ models that ensure equity in the energy sector.
Throughout her career, she has collaborated with government ministries, multilateral agencies, and private sector actors to design scalable policy roadmaps. Her project footprint extends across India and the Global South, including Bangladesh, Nepal, Ethiopia, the UAE, and Timor-Leste. A PhD in Development Studies, Dr Govindan is a prolific author and a frequent speaker on the essential role of women’s empowerment in achieving global sustainability goals.
