HKC @ One: Strengthening Global Governance for Sustainable Ship Recycling

The Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships, 2009 (HKC) entered into force on 26 June 2025, marking a historic milestone in global maritime governance. The Convention established the first globally binding framework covering safe and environmentally sound ship recycling, including requirements relating to Inventory of Hazardous Materials (IHM), authorization of recycling facilities, ship-specific recycling plans, worker safety, environmental protection, monitoring, certification and reporting.

Objective:

To commemorate one year of the Hong Kong Convention's entry into force and facilitate discussions on the role of globally harmonized regulatory frameworks in promoting safe, environmentally sound and sustainable ship recycling

Outcome:

The seminar builds on insights from the Sustainable Ship Recycling Roadmap 2047, developed by NCoEGPS under MoPSW. The study highlights a shift toward ship recycling focused on environmental performance, worker safety, circular economy principles, transparency, and globally harmonized compliance systems, while emphasizing the need for internationally aligned frameworks
