Enabling activities for preparation of Indias Second National Communication to the UNFCCC (NATCOM - Phase II)

The project envisages undertaking activities pertaining to the presentation of India?s Second National Communication (SNC) to the United Nations Framework Convention on Climate Change (UNFCCC). The SNC will engage for technical coordination, participation of stakeholders including the researchers, industry, NGOs and the private sector and create platforms for policy interface with the stakeholders in key climate change sectors. The activities proposed in the SNC are envisaged to make climate change data more relevant and enhance India?s capacity to incorporate climate change in its development processes. TERI will be involved in one of the key components of the SNC is to prepare national inventory of GHG emissions of anthropogenic origin by sources from energy conversion, energy usage in industrial processes and product use; agriculture; land-use change and forestry; and waste sectors. In inventory analysis, the SNC envisages to lay increased stress on reliability and precision of greenhouse gas emission inventory data and hence reduce uncertainties therein. The estimation of GHG emissions due to fossil fuel combustion in India from energy industries, manufacturing and construction and other sectors will be done based on the IPCC 2006 Guidelines for the period 1995 to 2007 using default IPCC emission factors or available India specific emission factors. The second component of this project will undertake estimation of GHG emissions due to biomass combustion in India for the period 1995 to 2007 default IPCC emission factors or available India specific emission factors. Expected Outputs from the project: ? National statistics on different types of biomass used as fuel for the period 1995 to 2007. ? National GHG emission inventory due to biomass consumption for the period 1995 to 2007.
