The 19th Conference of the Parties (COP19) to the United Nations Framework Convention on Climate Change (UNFCCC) and the 9th Session of the Conference of the Parties serving as the Meeting of the Parties (CMP8) to the Kyoto Protocol will be held at Warsaw, Poland from 11 November- 22 November 2013. COP 19 brought together representatives from governments, international organizations, and civil society. The key issues before the COP 19 are (a) setting a roadmap with clear milestones for finalizing a global agreement in COP 21 scheduled in Paris in 2015, (b) Capitalization and operationalization of the Green Climate Fund, (c) enhancing the mitigation ambition for pre-2020 as well as post-2020 period, and (d) progress on equity reference framework.
As such the expectations from the COP are low. The continued reluctance of Annex-I Parties to commit to long-term finance, coupled with slow recovery from financial crisis and insistence on redefining equity by way of demanding that large developing economies should also take mitigation obligations has long stalled concrete progress on much desired agreement. At this stage the political opinion seems to be focusing on setting a time bound agenda for COP21 and ensuring that progress on that agenda does not deviate from the Principles of the UNFCCC.
Like all previous COPs, TERI will be engaged in active constructive dialogue on climate policy and action. The formal platforms include the TERI exhibit and various side-events, including organized by TERI, where TERI colleagues will share TERI's research and insights on climate policy and sustainable development practices with wider audience. This side event discusses and explores specific steps and time frames that aim to add ex-ante clarity to nationally determined mitigation contributions and enhance their levels of ambition. Effectiveness of climate finance, heraton

The discussion will be framed around our growing body of work on these issues. We envision a two-part discussion. First, we will reflect on the state of play in climate finance drawing on CPI's report Global Landscape of Climate Finance 2013 and the forthcoming ODI WRI IGES OCN report Mobilising International Climate Finance: Lessons from the Fast-Start Finance Period. Next, we will draw on insights from ODI's work analysing the effectiveness of climate finance and from the San Giorgio Group case studies on the effectiveness of climate finance, to discuss what it takes to use climate finance well. Participation is by invitation to foster a focused expert discussion. The meeting will be held under the Chatham House rule to facilitate candid exchange. |
