The Framework Agreement on Climate Change and Sustainable Development seeks to build on and strengthen the India-Norway co-operation initiated during the first phase extending from 2008–2013 and help to further progress India's plans and programmes. The Framework Agreement is envisaged as the next phase of the earlier co-operation between the two countries and is intended to extend over a 3-year period from 2016–2019.

Gender mainstreaming would feature as a key component of the Framework Agreement by clearly defining the aspirations, wishes, and needs of women and men on an equal basis in all project activities. A gender-sensitive approach will be adopted and the areas will mainstream this approach in terms of team composition, language used, project work, impact, and deliverables.
