Affordable and easy access to scientific information is very important for the scientific community itself, but also
increasingly important for innovative small businesses. Improving access to scientific information is also about
increasing openness and transparency, which are the essential features of responsible research and innovation and
contribute to better policymaking.
Open access can be defined as the practice of providing online access to free-of-cost scientific information to the
reader. Open access typically focuses on access to ‘scientific information’, which refers to two main categories:
 Peer re-viewed scientific research articles (published in academic journals);
Scientific research data (data underlying publications and/or raw data).
EC Framework for Open Access to Research Data
In 2012, Communication towards Better Access to Scientific Information, published by the European Commission (EC),
announced that it would ‘provide a framework
and encourage Open Access to research data
in Horizon 2020’.
In recent years, the EC has been driving change
in this area fuelled by significant research
reports such as the 2010 Riding the Wave, which
outlined a series of policy recommendations
on how Europe could gain from the rising
tide of scientific data. The recent follow-up
report entitled The Data Harvest: How Sharing
Research Data Can Yield Knowledge, Jobs and
Growth targets policymakers in particular and
sounds a warning on how Europe must act now
to secure its standing in future data markets.
Issues and Concerns
 Raise awareness
Choosing the right model for Indian institutions
 Advocacy for an institutional policy
Setting standards separately for research articles and research data
 Incentivization of the best practices
Revolutionizing Digital Publishing
India is emerging as a leading country to revolutionize the digital economy through its digital publishing. Since digital
media is fully integrated into our daily publishing lives and the industry continues to expand the format of books and
data analytics, the Indian market, as of now, continues to lead. The event will highlight the current state of the market,
