2. Threshold Areas

It has been estimated that by 2030, the digital economy’s share in India’s GDP will be 50%. So there is a
dire need to grow a digitally fluent workforce, with capabilities and competencies to use, understand, and
adapt to digital technologies; to work collaboratively, and to solve problems and improve services. We need
to take collective responsibility for a digital evolution by sharing digital skills and learning from professional
colleagues. The digital ecology is to foster digital inclusion of people across different subject domain to lead
digital initiatives and digital technologies evolution.
Digital inclusion can be increased through the following measures:


2.1 Access to Open Knowledge

 Advocating open licensing, open data, and open access management.
 Populating and advocating collections of data, which leads to collaborative research for more knowledge
discovery about the past, present, and future.
 Promoting open educational resources and e-learning

2.2 Strengthen Digital Literacy
in Communities

 Creating a network of libraries and knowledge centres
to deliver digital literacy programmes which meet
community needs and aspirations.
 Partnering with organizations who champion digital
literacy and are committed to working in and with
communities to bring about change in society.
 Advocating for the critical role of organization in
developing digital literacy to build strong, healthy, and
economically robust communities.
 Bridging the digital divide, particularly at the ‘bottom
of the pyramid’.
2.3 Empowering Technologies

 To use appropriate digital technologies in all operations to cater effective knowledge services.
 To develop strategies for the future mission through the development of an ICT future plan.
 To develop ‘digital maker spaces’ where the staff can explore, experiment, and develop capability and
understanding of the emerging technologies, and critically evaluate their potential use.
