Box 6: Domestic Efficient Lighting Programme
Energy Efficiency Services Limited (EESL) has taken up the project of distributing LED
bulbs under its flagship initiative, the Domestic Efficient Lighting Programme (DELP).
Under this scheme, superior quality energy efficient LED bulbs are sold to domestic
consumers at designated centres. Consumers pay for the LED bulbs through their
electricity bills at INR 10 per month. EESL purchases the electric bulbs through bulk
competitive purchase. This procurement through tenders has been able to reduce the
bulk procurement price from INR 310 for a 7 watt LED bulb in February 2014 to INR
53 for a 9 watt bulb in March 2016. EESL sells the bulbs at a price of INR 90-100,
depending on state taxes. This is about one-half of the retail price of LED bulbs of
equivalent quality. The consumers’ electricity bills are estimated to reduce by about INR
160-400 per year with each LED, thus making the cost recovery in less than a year.
The target of the DELP is to replace all the 77 crore incandescent bulbs sold in India
with LEDs. This will result in a reduced 20,000 MW load, energy savings of 100 billion
KWh and greenhouse gas (GHG) emissions savings of 80 million tonnes every year. The
annual saving in electricity bills for consumers will be INR 40,000 crore (approx. USD 6.7
billion), considering an average tariff of INR 4 per kWh.
The National DELP Dashboard is an integrated, real-time, and web-based dashboard
which dynamically refreshes at an interval of 15 seconds to display in real-time the
number of LEDs distributed at national level (see figure below). This is achieved by
aggregating real-time feeds from multiple states where DELP is ongoing. The progress
