Job Profile

ASSOCIATE FELLOW (1 for Odisha, 1 for Andaman and Nicobar Islands)

The candidate will support the State Lead in running the State-level Project Management Unit (PMU) which will work on accelerating the implementation of the PM Surya Ghar: Muft Bijli Yojana. They shall serve as the hands-on technical and operational backbone of the PMU and will focus on streamlining day-to-day beneficiary-vendor workflows, managing state MIS dashboards, and supporting capacity-building initiatives.
Job Responsibilities
- PMU Coordination - Support preparation of State-level RTS implementation plans, AOPs, and risk management frameworks. Strengthen coordination structures (PMUs/Steering Committees), including linkages to DISCOMs, SNAs, and regulatory bodies.
- Operational Support for Beneficiary and Vendor Processes - Streamline end-to-end beneficiary application processes from initial portal application to technical feasibility, vendor selection, installation, and final subsidy claim processing, monitor vendor performance, enforce compliance with Approved List of Models and Manufacturers (ALMM) and national quality/safety guidelines
- Quality Assurance, Safety, and O&M - Develop and implement QA/QC protocols, develop and implement capacity building programs for field staff and vendors on safety management
- Reporting & Governance - Track and maintain State MIS systems, ensure seamless data integration with the National Portal, create dashboards to track approvals, installations, subsidy disbursement; draft regular progress reports, prepare manuals, toolkits, SOPs
- Regulatory Engagement and Transaction Support for Implementing Utility-Led Aggregation Models - Support States in engaging with SERCs on net-metering/billing processes and RTS-related regulations, provide transaction support for better designing and implementing of ULA models, including procurement, IEC campaigns, SOPs for quality inspections, and related activities
- Capacity Building & IEC - Help identify training gaps across DISCOM field staff and vendors, draft SOPs/manuals, and execute consumer awareness (IEC) campaigns

Experience

Qualification

- Master-s degree in Electrical Engineering- Renewable Energy- Energy Engineering- or related technical fields
- Minimum 5 years of hands-on professional experience in implementation within the renewable energy or power sector.

1. Hands-on operational experience in executing solar/renewable energy projects.
2. Proficiency in working with project management tools- MIS systems- and data tracking dashboards.
3. Strong technical understanding of rooftop solar systems- grid interconnection- and safety standards.
4. Excellent organizational- multi-tasking- and inter-agency coordination skills.

Desirable
1. Direct experience handling World Bank or multilateral development bank (MDB) technical assistance projects.
2. Proficiency in risk management- policy formulation- and high-level stakeholder negotiation.
3. Experience conducting field quality inspections- technical training workshops.
4. Ability to handle beneficiary grievance root-cause analysis and public outreach programs.
