Job Profile

Senior AssociateFELLOW/Fellow 2 NOS. (1 for Odisha, 1 for Andaman and Nicobar Islands)

The candidate will lead the State-level Project Management Unit (PMU) to support the State Energy Department, DISCOMs, and State Nodal Agencies in accelerating the implementation of the PM Surya Ghar: Muft Bijli Yojana. Placed in the Office of the Secretary (Power/RE), this role drives program planning, stakeholder coordination, quality assurance, regulatory engagement, and overall project delivery.
Job Responsibilities
- PMU Leadership & Coordination - Support preparation of State-level RTS implementation plans, AOPs, and risk management frameworks. Strengthen coordination structures (PMUs/Steering Committees), including linkages to DISCOMs, SNAs, and regulatory bodies.
- Operational Support for Beneficiary and Vendor Processes - Oversee and optimize end-to-end beneficiary and vendor lifecycle processes-including consumer application, technical feasibility, vendor empanelment, interconnection, commissioning, and subsidy disbursement
- Quality Assurance, Safety, and O&M - Develop and implement QA/QC protocols, develop and implement capacity building programs for field staff and vendors on safety management
- Reporting & Governance - Strengthen/upgrade state MIS and integrate it with the National Portal, create dashboards to track approvals, installations, subsidy disbursement, and field inspections, submit regular progress reports, prepare manuals, toolkits, SOPs, and maintain a lessons-learned knowledge base, strengthen State-level grievance redress, including root-cause tracking
- Regulatory Engagement and Transaction Support for Implementing Utility-Led Aggregation Models - Support States in engaging with SERCs on net-metering/billing processes and RTS-related regulations, provide transaction support for better designing and implementing of ULA models, including procurement, IEC campaigns, SOPs for quality inspections, and related activities

Qualification

- Master-s degree in Renewable Energy- Electrical Engineering- Energy Management or a closely related field.
- Minimum 8 years of total professional experience in the power/renewable energy sector- with at least 5 years explicitly in distributed solar/RTS implementation

1. Core expertise in power sector and distributed rooftop solar (RTS) implementation
2. Deep understanding of DISCOM operational processes- net-metering- and grid interconnection protocols
3. Demonstrated leadership and team management capabilities for complex public sector assignments
4. Strategic knowledge of regulatory frameworks and transaction support for Utility-Led Aggregation (ULA) models


Desirable
1. Direct experience handling World Bank or multilateral development bank (MDB) technical assistance projects.
2. Proficiency in risk management- policy formulation- and high-level stakeholder negotiation.
3. Strong knowledge of national solar schemes (e.g.- PMSG-MBY) and ALMM quality guidelines.
