Preparation of State level energy (electricity) efficiency roadmap

Background

Availability and accessibility of adequate electricity infrastructure is necessary for ensuring continued economic development in any country, and India is no exception. With increasing peak and energy deficit, the country is facing huge challenge in meeting the ever increasing demand for power. While increasing supply is an option, but inadequate capacity additions in the past and associated environmental and climate concerns merit promotion of energy efficiency/demand side management as an important strategy. The priorities and needs of consumers differ from state to state depending upon the socio economic status such as income level, education/literacy, women empowerment, load mix of utilities, end use energy consumption pattern, consumer awareness etc. Thus, state specific strategies to undertake energy efficiency measures become very essential.

The objective of this study is to develop state level energy (electricity) efficiency roadmap for the state of Rajasthan, by undertaking load research and identifying relevant energy efficiency measures. This includes assessment of consumption pattern of different consumer categories and their contribution in the overall state demand. For the purpose of this study, a stakeholder questionnaire based survey is being undertaken among residential and commercial. Awareness activities to promote energy efficiency have also been planned in this study.

Objectives

  • To understand load pattern of different categories of consumers for each utility in a state.
  • To understand ownership and usage pattern of various end use electricity consuming appliances.
  • To assess current level of energy efficiency and awareness about energy efficiency and energy efficient appliances.
  • To estimate the potential of savings likely to accrue to consumers and utility through implementation of energy efficiency measures.
  • To prepare a state energy efficiency implementation roadmap.
  • To recommend policy and regulatory interventions along with institutional innovations.
  • To undertake dialogues with stakeholders including state government, utilities and regulator for translating recommendations into action.

Expected Outcomes

  • The study would focus attention of different stakeholders on importance of energy efficiency in the state and highlight benefits and cost of implementing energy efficiency/Demand Side Management (DSM) measures in the state.
  • The study would act as a guiding document for both Rajasthan Electricity Regulatory Commission (RERC) and the utilities for undertaking DSM related activities in the state.
  • The suggestions or recommendations made would enable the utility to design effective and targeted energy efficiency/DSM programmes.
  • Results of the study would be disseminated to all the relevant stakeholders such as Rajasthan Electricity Regulatory Commission (RERC), utilities, State Designated Agency (SDA), consumer groups, etc.
