Consultant (Transport)


Job Profile

- Assess transport-related emissions and identify key sources contributing to air pollution.
- Provide technical expertise on clean vehicle technologies, fuel substitution, and emission control systems.
- Support design and implementation of sustainable mobility plans, including electric mobility, public transport, and non-motorized transport.
- Collaborate with transport authorities, municipal bodies, and regulators to strengthen enforcement of vehicular emission norms.
- Develop guidelines, manuals, and policy briefs for cleaner transport strategies and scrapping of the old polluting HDVs.
- Organize training and awareness programs for transport operators, enforcement staff, and urban planners.
- Design and monitor demonstration projects on clean mobility solutions, including electric buses, CNG fleets, and shared mobility systems.
- Facilitate stakeholder engagement with industry, fleet operators, and public representatives for smooth adoption of interventions.
- Document lessons learned, success stories, and provide technical inputs to project reports and policy frameworks.
- Oversee the work of IVs with relates to transport DLIs and contribute to monitoring and reporting of results.
- Providing support to IVA in coordination with the line departments/ implementation agencies for carrying out the verification related to transport DLIs.
- First level verification of the reports submitted by the IVA, before submission to the World Bank for disbursements.
- The Consultant shall work in close coordination with the Environmental and Social Risk Management Specialist(s) to support the integration of environmental, social, occupational health and safety, and waste-management requirements into the design, implementation, and monitoring of transport and vehicle-scrappage interventions, consistent with the ESSA and PAP.-
- Any other transport-related technical tasks as assigned by CEO, UPCAMP AUTHORITY.

Qualification

- Bachelor-s/Master-s degree in Transport Planning- Civil Engineering- Mechanical Engineering- Environmental Engineering- Urban/Transport Management- or related discipline from a recognized university.
- Minimum 5 years of experience in transport planning- mobility solutions- or vehicular emission management- preferably in government projects- PSUs- or externally aided projects.
- Strong knowledge of transport emissions- sustainable mobility solutions- and regulatory frameworks.
- Experience in electric mobility- public transport design- or non-motorized transport projects desirable.
- Proficiency in MS Office; knowledge of transport modelling and GIS tools desirable

- Ability to design and implement practical mobility solutions at city and state levels.
- Effective communicator with experience in coordinating with multiple stakeholders- including government and industry.

- Analytical skills to link transport interventions with air quality improvements and policy recommendations.
- PforR and results verification knowledge- including understanding of PforR frameworks (disbursement linked indicators (DLIs) and verification protocols; ability to oversee IVAs and ensure compliance with agreed verification methodologies and experience in monitoring- reporting- and validating results against DLIs for disbursement purposes would be an advantage
