Consultant (Industries and Boiler Expert)


Job Profile

- Assess industrial emissions, pollution due to boiler performance across key sectors and geographies in Uttar Pradesh.
- Provide technical expertise on emission reduction technologies and efficiency improvement for industrial boilers.
- Support industries in adopting best available technologies (BAT) and complying with air quality standards.
- Develop guidelines, standard operating procedures, and technical manuals for cleaner production and boiler operation.
- Collaborate with State Pollution Control Board, Department of Industries, and other agencies to strengthen enforcement and compliance mechanisms.
- Design and support demonstration projects showcasing low-emission and energy-efficient industrial practices.
- Conduct training programs for industry operators, engineers, and regulators on industrial air pollution control measures.
- Monitor performance of industrial interventions and evaluate outcomes in terms of emission reduction and cost-effectiveness.
- Document case studies and provide policy inputs for scaling up industrial clean air practices.
- Oversee the work of IVAs with relates to various DLIs and contribute to monitoring and reporting of results.
- Providing support to IVA in coordination with the line departments/ implementation agencies for carrying out the verification.
- First level verification of the reports submitted by the IVA, before submission to the World Bank for disbursements.
- Any other technical tasks related to industrial and boiler emissions as assigned by the DCEO, UPCAMP AUTHORITY.
- The Consultant shall coordinate closely with the Environmental and Social Risk Management Specialist(s) to ensure that environmental and social requirements are embedded in sector technical documentation / guidelines and DPRs-including feasibility studies, modernization activities, incentive conditions, and implementation arrangements-or operationalized through appropriate instruments such as SOPs, ESCoPs, and, where applicable, ESMPs, in line with the ESSA, PAP, and POM.

Qualification

- Bachelor-s/Master-s degree in Mechanical Engineering- Chemical Engineering- Industrial Engineering- or related discipline from a recognized university.
- Minimum 10 years of experience in industrial pollution control- boiler technology- or clean production systems- preferably in government programs- PSUs- or externally aided projects.
- Strong knowledge of industrial emission norms- environmental regulations- and cleaner technology options.
- Experience in working with industries- regulators- and technology providers for pollution control initiatives.
- Proficiency in MS Office; knowledge of industrial monitoring and diagnostic tools desirable.


Skills

- Strong technical expertise in boilers- industrial processes- and emission reduction technologies.
- Ability to engage with industries- regulators- and stakeholders to drive compliance and technology adoption.
- Good facilitation and training skills to build capacities of operators and enforcement staff.
- Analytical- detail-oriented- and capable of linking field-level interventions with policy recommendations.
- Proactive- innovative- and committed to reducing industrial contributions to air pollution.
- PforR and results verification knowledge- including understanding of PforR frameworks (disbursement linked indicators (DLIs) and verification protocols; ability to oversee IVAs and ensure compliance with agreed verification methodologies and experience in monitoring- reporting- and validating results against DLIs for disbursement purposes would be an advantage.
