'The National assignment included:
(a) develop economic and financial viability framework for different end-use applications focusing on capital costs, user charges, O and M costs;
(b) develop a reporting and monitoring framework for VESP subprojects including consideration of CDM proposals; and
(c) review performance, impacts and lessons of the test phase with a view to drawing institutional and design recommendations for a larger program.'
