Delhi Energy Efficiency Programme


Power Consumption Monitor

DEEP (Delhi Energy Efficiency Programme) is a joint effort of TERI (The Energy and Resources Institute) and GoNCTD Government of National Capital Territory of Delhi).

Its core objective is to make Delhi an energy-efficient city. Towards this end, DEEP aims to demonstrate benefits of energy efficiency interventions in select areas of the city. Much of its activities are centred on active stakeholder participation and action.

Rationale

Delhi's power woes: no end in sight

Power demand: 7397 MW

Due to limited supply arrangements, the peak deficit is expected to rise exponentially.

Delhi is witnessing an unprecedented urban growth, which, in turn, is associated with increase in infrastructure development, and commercial and residential construction. This development has been accompanied by a steep rise in demand for energy to sustain a modern lifestyle, placing tremendous strain on existing resources. Added to this is insufficient capacity augmentation of existing power infrastructure, which has not been able to keep pace with demand, resulting in energy and peak shortages in the city. Last year, residents of Delhi faced one of the worst power crises so far, with lengthy power cuts and/or poor quality of power supply.

Further, it is estimated that the peak demand in the city is likely to increase further, indicating that the crisis will continue unless urgent action is taken.

Genesis

The genesis of DEEP lies in TERI's search for sustainable power solutions, and GoNCTD’s quest for a way out of the precarious power situation in the state. In April 2006, TERI partnered with the government to organize a workshop titled Developing an Energy Efficiency and Conservation Programme for Delhi. The workshop deliberated upon various options that should be undertaken in the city to improve the power situation. Subsequently, TERI prepared an Action plan for energy efficiency enhancement and energy conservation in municipal services, residential, and commercial sector. The recommendations made therein were accepted and accordingly a dedicated centre, EE&REM (Energy Efficiency and Renewal Energy Management), was established in July 2006. In January 2007, an agreement was signed between TERI and the government to develop an energy efficiency programme for Delhi, leading to the formal launch of DEEP.

Approach

The graphic below encapsulates the phased approach of the programme.

DEEP has already completed phases 1 and 2. Areas selected for intervention comprise Rohini Sector 9, IP Extension, and Vikaspuri H Block. These have been selected keeping in mind the possibility of integrated implementation of various measures, their replicability, and visibility. Measures identified for efficiency improvements comprise lighting, water heating, public lighting, space cooling, and water pumping.

Impact

In the short-term (seven to eight months), it seeks to demonstrate quick measures that can affect peak reduction in the selected areas.

In the long term (1.5–2 years), DEEP hopes to usher in increased awareness of energy efficiency among stakeholders, and demonstrate policy, regulatory, and technical solutions that can be replicated easily in other parts of the city.
